CBI Arrests Family Members, Suspects Links to Paper Supplier
Investigating agencies are probing a possible NEET-2025 paper leak involving members of BJP worker Dinesh Biwal's family. Suspicion arose due to their alleged long-time links with Haryana-based paper supplier Yash Yadav and the admission of multiple family members into government medical colleges despite average academic records.
The Central Bureau of Investigation (CBI) on Wednesday arrested Dinesh Biwal, his brother Mangilal, and Mangilal's son Vikas in connection with the alleged NEET-2026 paper leak case. A Delhi court was informed that Vikas Biwal disclosed his contact with Yash Yadav during NEET coaching in Sikar, Rajasthan, who claimed he could arrange leaked NEET (UG) 2026 question papers for money.
According to the Rajasthan Special Operations Group (SOG) and CBI probe, Mangilal allegedly received the leaked question paper from Yash Yadav through Telegram on April 29. The deal was reportedly fixed at ₹10 lakh if 150 questions matched the original paper. Mangilal allegedly provided printed copies of the leaked paper to his son Aman Biwal, Dinesh's son Rishi, and their elder brother Ghanshyam's daughter Gunjan, all of whom appeared for the examination on May 3.
Dinesh and Mangilal, natives of Jamwa Ramgarh in Jaipur district, were previously involved in moneylending and real estate. About five years ago, the family shifted to Sikar with seven children to prepare them for NEET examinations. The children include Dinesh's son Rishi; late Ghanshyam Biwal's daughters Palak, Sania, and Gunjal; and Mangilal's sons Vikas and Aman, and daughter Pragati.

Admission documents from CLC coaching institute in Sikar showed that the children had been studying there since 2024 before shifting to Deep Career Point academy in 2025. Posters from Deep Career Point after NEET-2025 featured Palak, Sania, and Gunjal as top-scoring students. Investigators believe they might have met Yash Yadav at CLC.
A Rajasthan SOG official stated that they might have met Yash Yadav in CLC, but this is yet to be ascertained. They also met a chemistry teacher in CLC, Satyanarayan Chaudhary, who later founded Deep Career Point, and has now been detained by the CBI. The CBI informed the court that Mangilal allegedly shared the leaked paper with Satyanarayan. Yash Yadav reportedly asked Vikas to arrange additional candidates in exchange for free access to the leaked question paper, leading Vikas to contact several candidates and share their details with Yash Yadav.
The CBI arrested Dinesh, Mangilal, and Vikas based on substantial evidence, while a search is underway for Rishi, Aman, and Gunjal, who are absconding. The phones of their other children are also switched off. The Biwal residence in Jamwa Ramgarh was searched, with only Dinesh's mother and Mangilal's wife present. CBI investigators have begun questioning faculty members and friends of the other five children of the family, all of whom secured admission in government medical colleges. The sudden improvement in the children's NEET scores compared to their past academic records is a key focus of the probe.
Congress Accuses BJP of Shielding Paper Leak Mafia
Rajasthan Pradesh Congress Committee president Govind Singh Dotasra criticized the BJP-led Centre and the Rajasthan government over the alleged NEET-2026 paper leak, claiming it exposed a larger racket from Rajasthan and accusing authorities of shielding influential individuals. He stated that despite promises of strict action against paper leak mafias, BJP-linked individuals have surfaced in the investigation. Dotasra alleged that the state Education Minister downplayed the incident while BJP leaders attempted to divert attention. He further claimed that the NEET-2025 examination paper was also allegedly leaked in Rajasthan, but no FIR was registered despite inputs, and alleged that the same gang has been involved in leaking NEET papers for multiple years.
